NPCs work, pay their bills, and keep stores busy while the other factions explain on television how they are building their future.
They have no territory, no army, and no secret council. Their main form of organization is standing in the same line while complaining quietly enough not to lose their place.
Everyone claims to govern, sell, or maintain order for them. Strangely, NPCs are still the ones who have to start Monday.
